Submitting reports under the Whistleblower Protection Act
INFORMATION ON THE CONDITIONS AND PROCEDURE FOR SUBMITTING REPORTS TO THE MUNICIPAL ENTERPRISE “SOFIA ZOO” under the Act on the Protection of Persons Reporting or Publicly Disclosing Information on Breaches (Whistleblower Protection Act).
You may submit a report of a violation through the internal reporting channel of the Municipal Enterprise “Sofia Zoo” if you are a reporting person within the meaning of Article 5(2) of the Whistleblower Protection Act, namely a natural person who reports a violation that became known to them in their capacity as:
a worker within the meaning of Article 45(1) of the Treaty on the Functioning of the European Union, including an employee, civil servant, or any other person performing paid work, regardless of the nature of the work, the method of remuneration, or the source of funding;
a self-employed person within the meaning of Article 49 of the Treaty on the Functioning of the European Union, including a person performing work without an employment relationship and/or exercising a liberal profession and/or craft activity;
a volunteer, whether paid or unpaid, or an intern;
a partner, shareholder, sole owner of the capital, member of a management or supervisory body of a commercial company, or a member of an audit committee of an enterprise;
a person working for a natural or legal person, including contractors, their subcontractors, or suppliers;
a person whose employment or service relationship is about to begin, in cases where the information about the violations was obtained during the recruitment process or other pre-contractual relations;
a worker or employee where the information was obtained within an employment or service relationship that has been terminated at the time of submitting the report or making a public disclosure.
Please note that protection under the Act is also granted to persons who assist the reporting person in the process of submitting the report and whose assistance must remain confidential; persons who are connected to the reporting person through work or are relatives of the reporting person and who may be subject to retaliatory actions due to the reporting; and legal entities in which the reporting person holds a shareholding, works for, or is otherwise connected to in a work-related context.
Important: If you are not among the persons listed above, you also have the right to submit a report of a violation, which will be reviewed under the general rules of the Administrative Procedure Code.
Reports of violations submitted under the Whistleblower Protection Act must relate to one or more of the following areas connected to the activities of the Municipal Enterprise:
Public procurement;
Environmental protection;
Protection of privacy and personal data;
Labour legislation.
A list of European Union legal acts relevant to reports under the Whistleblower Protection Act is contained in an annex to the Act. If you believe that violations of these acts have been committed or that there is a real risk of such violations occurring in the activities of the Municipal Enterprise, and you fall within the categories of persons referred to in section 1, you have the right to submit a report through the internal reporting channel.
The Municipal Enterprise “Sofia Zoo” provides the possibility to submit reports under the Whistleblower Protection Act in writing, including by email, or orally.
To submit a written report, you may use the standard Report Registration Form for submitting information on violations under the Whistleblower Protection Act, sign it by hand, and submit it in person or send the completed form by post to the following address:

Within 7 days of receiving a report that falls within the scope of the Whistleblower Protection Act, the employee responsible for handling the report will confirm receipt and provide you with information about the registration of the report, including its unique identification number (UIN) and date. All subsequent information or communication related to the report will be linked to this UIN.
To submit a report by email, you may use the standard Report Registration Form for submitting information on violations under the Whistleblower Protection Act, sign it with a qualified electronic signature (QES), and send it to the following email address: signali_zzlpspoin@zoosofia.eu.
Within 7 days of receiving a report that falls within the scope of the Whistleblower Protection Act, the employee responsible for handling the report will review it and, if the submission requirements have been met, will confirm receipt and provide you with information about the registration of the report, including its UIN and date. All subsequent information or communication related to the report will be linked to this UIN.
Oral submission of a report is possible in person at the following address:
Sofia, 1 Srebarna Street, Administrative Building of the Municipal Enterprise “Sofia Zoo”.
The reporting person must contact the responsible official designated to receive reports under the Whistleblower Protection Act on site at the administrative building of the zoo and register the report after providing their personal data, which will be recorded and linked to the reporting person. In addition, a telephone number or email address for follow-up contact must be provided. The employee who receives the report must record it in the internal reporting channel, store the information, and ensure the confidentiality of the reporting person.
Please note that:
No proceedings are initiated for anonymous reports or reports concerning violations committed more than two years ago.
Registered reports that do not fall within the scope of the Whistleblower Protection Act and whose content does not provide grounds to be considered plausible are not examined.
Registered reports containing clearly false or misleading statements of fact are returned with instructions to the reporting person to correct the statements and with a warning regarding the liability for false accusation under Article 286 of the Criminal Code.
